  • Negotiate purchases of easements and other conveyances.
  • Oversee the obtaining of rights of entry, permits to construct, encroachment permits and easements.
  • Coordinate the evaluation of any required environmental clearances.
  • Anticipate and resolve potential and real disagreements and conflicts over pipeline routing and related issues.
  • Work with residents, business owners, chambers of commerce, and government entities to ensure minimum disruption and economic impact along the pipeline route.
  • Coordinate traffic control during construction.
  • Serve as liaison between the contractor and residents, businesses and city/county during construction.
Watershed Management
  • Assist lead agencies in identifying potential stakeholders (public agencies, cities, developers, businesses, industries, environmental groups and others), within the watershed and garner their support for watershed management planning and implementation efforts.
  • Serve as liaison between stakeholders and regulatory agencies (regional boards, USEPA and others).
  • Develop objectives, locate speakers, plan and facilitate stakeholder meetings.
  • Write grants to obtain state and federal funding for watershed management planning and implementation efforts, and solicit financial and in-kind support from stakeholders.
  • Coordinate watershed management efforts with other related programs (e.g. nonpoint source "clean water" programs).
  • Develop and implement public outreach/public education programs for watershed management, to include website development.
  • Compile data from monitoring programs and develop online systems for information reporting and exchange.
