SCOPE OF EXPERIENCE:Mr. Morrison has combined his legal and public relations training and experience to provide unique environmental public and government relations services to both the public and private sectors. He helps obtain public and political support for often controversial public works projects. Mr. Morrison helps oversee the preparation of environmental documents and permit applications with local, state and federal permitting agencies. These include water boards, air boards and state and federal resource agencies. Mr. Morrison also is a registered lobbyist and assists clients in obtaining favorable legislation at both the state and federal levels. His clients include public entities and private companies involved in water distribution, wastewater treatment, construction aggregate mining and solid waste disposal. Mr. Morrison also facilitates community advisory groups and assists political entities with opposing viewpoints reach consensus on controversial issues.
RECENT REPRESENTATIVE ASSIGNMENTS:
Dublin San Ramon Services District. Led efforts to obtain public and political support for the potentially controversial Clean Water Revival reverse-osmosis, well-injection project. Worked closely with those preparing environmental documents to help ensure that they were clear and that alternatives were viable. Prepared brochures, newsletters, slide presentations, and conducted employee briefings. Obtained media support which led to certification of the AIR and project approval.
Zone 7 Water Agency. Helped establish and administer the Groundwater Management Advisory Committee that reviews water recycling and other water-related projects that may impact the Livermore-Amador Valley groundwater basin. Work with project proponents, elected officials, regulatory officials and media representatives.
DSRSD
EBMUD Recycled Water Authority. Directed the public outreach program for the San Ramon Valley Recycled Water Program. Prepared brochures, newsletters and slide presentations. Coordinated efforts to resolve salt loading issues with downstream water agencies. Also worked with resources agencies to resolve issues in order to qualify for State Revolving Fund loan.
Palomar Aggregates, Inc. Directed public relations efforts to obtain approval of a major use permit for the Rosemary's Mountain Rock Quarry in San Diego County. Prepared news releases, brochures, briefing books, and obtained editorial support for the project. Also coordinated efforts with state and federal regulatory agencies and Caltrans.
